Leicester City Council has a statutory duty to monitor and report on the state of Air Quality within the city. The information collected by its monitoring networks are used to implement measures to reduce pollution levels, particularly of nitrogen dioxide and particulate matter (PM10 and PM2.5). These monitoring results are also used to provide responses to planning applications, in Annual Status Reports (ASRs), and to provide responses for internal and external enquiries. Leicester City Council would like an integrated system for its officers to be able to perform air quality dispersion modelling using meteorological data from its meteorological mast measurements and emission inventory databases. Ideally this solution would include time series data handling, emission inventories, and an option to perform dispersion modelling. Ideally the solution would be easily accessible from the internet to allow access anywhere. The solution must be able to collect meteorological data from LCC’s met mast equipment and store it in a safe environment that is accessible to LCC staff and can then be used to perform dispersion modelling.
