The purpose of the Framework is to provide STAR Procurement, its member authorities, and other eligible public bodies with access to pre-qualified and competent Consultants capable of delivering specialist services across the full life cycle of heat network projects-from feasibility and design to compliance, tariff modelling, and decarbonisation and futureproofing planning.
