Project description:

During June 2018, BWL was approached regarding an opportunity a client had received to bid on a major asbestos removal project and become part of a wider Framework.

Review and initial assessment – Prior to the bid commencing, BWL carried out a formal assessment of the tender documentation including; PCI and scoping documents, qualitative questions, instructions, scoring mechanism/weightings and specification documents.

A capture plan was developed to support the Bid/No-Bid decision and devise a bid strategy, win them and solution.

Bid kick-off meeting – Due to the scale and nature of the bid, it was appropriate to organise an initial bid kick-off meeting where all project stakeholders were in attendance, including specialist subcontractors and consultants. Individual storyboards were developed to draw out key benefits and the win theme.

Request Matrix – Following the initial kick-off meeting, BWL confirmed relevant timings and developed a Responsibility Matrix which assigned owners to each section as illustrated below.

Planned and ad-hoc meetings – BWL worked closely with the Client Project Director to ensure that each of the required technical inputs was aware of their actions and attended relevant meetings with BWL. A series of technical and commercial meetings were arranged to plan and extract the necessary operational information.

Management obligations – BWL also developed a breakdown of management obligations that derived from the terms of the contract – so key management staff understood the project payment mechanism and how to manage the contract against the NEC3 Terms, including subcontractor flow down terms.

Technical documents – In addition to developing bid responses, BWL also produced a range of documents including;

  1. A fully logic linked P6 programme
  2. A Histogram from the fully resourced programme
  3. A Quality Plan
  4. Key CV’s for staff, subcontractors and consultants
  5. A bespoke project organisation structure
  6. All proposal design work

Added value:

During the process, the Employer extended the deadline and released a chain of clarifications which required 11 additional days of writing time. BWL was not only flexible to the ongoing requirement but ensured the bid was compliant against all updated clarifications.

Following this exercise, BWL participated in the company’s CSR activities and spent a weekend raising money for the organisation’s supported charity.
