Jack Cook

Senior Bid Writer

Office location: Darlington

Jack joined BWL in 2026 after a career in bid teams spanning software bids and complex public sector tenders. He has over 4 years’ experience in writing and managing bids, including tenders for the Department for Environment, Food and Rural Affairs (DEFRA) and the Department for Education (DfE) during Bid Manager roles in the further and higher education and modular construction sectors.

As a Senior Bid Writer, Jack works collaboratively with our clients to analyse tender documentation and develop response storyboards, using client input to produce tender responses aligned with the tender requirements and evaluation criteria. His background as a Technical Bid Writer in the software sector helps our clients present technical solutions in language evaluators can assess and score with confidence. Jack holds CF APMP certification and is working towards the next level of APMP, bringing current bid and proposal management practice to each submission.

Since joining BWL, Jack has supported our clients on strategic tenders including Uisce Éireann water and drainage works contracts and the National Highways Scheme Delivery Framework. In previous in-house roles, he managed Bid Writers and Bid Coordinators and mentored team members through their CF APMP certification. This in-house experience provides insight into the demands client bid teams manage during live tenders, which helps him integrate with client teams and coordinate input from contributors.

Jack has developed knowledge of public sector tendering requirements across the education and construction sectors, with his BWL work extending into water and highways infrastructure. This cross-sector perspective allows him to apply approaches from one sector to tenders in another for our clients.
