Project description:
During August 2018, a fire and security contractor approached BWL regarding the completion of a lot-based fire systems and equipment maintenance tender for an established housing provider.
Review and initial assessment:
Prior to the bid commencing, BWL formally assessed the tender documentation to understand the requirements, comprising the Asbestos Management Plan, Access Arrangements, Customer Satisfaction Requirements, and the Specification. From this, BWL was able to develop the bid strategy and win themes.
Request matrix:
Following the initial kick-off meeting, BWL confirmed the relevant timings and developed a Responsibility Matrix, which ensured relevant owners were assigned to provide input into responses, supporting documentation, and pricing sheets. Inputs covered existing contract experience details, provision of company policies, dedicated delivery team, and attendance management processes.
Problem solving:
During the development of the commercial aspects of the bid, it became apparent that the site information given by the client was vague and would lead to unrealistic pricing submissions from bidders. BWL guided the fire and security contractor in responding to and submitting clarifications regarding these issues to better understand the requirement. The team then worked to implement accurate caveats into the response to ensure the client’s employer understood that the pricing was subject to site visits and surveys.

Following the submission of the tender, the client was invited to a tender interview to present their solution to the employer. BWL supported with the development of the presentation slides, ensuring they reflected the tender offering, and that they highlighted the key benefits of their solution, including:
