Scope of the Client’s Contracts

A leading labour supply and maintenance provider recently engaged  BWL to support two strategic Network Rail tenders – one to retain their long-standing delivery contract in the Southern region, and the second to break into the Wales & Western region.

Both contracts involved the provision of skilled possession resources, including SPICOPs, PICOPs, PSSs and PSAs, across high-pressure, safety-critical rail environments. These services are vital to enabling safe access to the network during overnight and weekend possessions.

Securing these contracts was fundamental to our client’s business strategy:

  • Southern: for business continuity and workforce retention.
  • Wales & Western: for growth into a new geographic market and service expansion.

Our Support

Southern Region – Full Bid Development

Led by Senior Bid Consultant Lisa Reece, BWL provided end-to-end bid support, starting with a detailed capture plan that analysed the tender documents, contract changes, and the client’s strategic position. Using insights from past feedback, new contract projections, and market intelligence, we helped the client:

  • Prioritise their response strategy
  • Identify areas for improvement from the previous term
  • Highlight performance metrics and value-adds
  • Develop win themes

Bid Consultant Joe Luksza joined at storyboarding and bid writing stages, helping shape responses around detailed structures and scoring and compliance requirements. Our work spanned:

  • Storyboarding and planning
  • Subject Matter Expert (SME) engagement
  • Bid writing, review and refinement
  • Designing evidence-led narratives tailored to tightened page limits

Wales &  Western Region – Support and Review

For the Wales & Western contract, the client developed their first drafts in-house. BWL supported them through:

  • Leading initial storyboarding to shape the strategy and structure of each answer
  • Providing a full technical and quality bid writing review once drafts were complete

We guided the internal team on aligning responses with Network Rail’s scoring model and helped identify:

  • Where existing Southern successes could be credibly transferred
  • Where further evidence, process or clarity was needed
  • Areas of compliance and non-compliance with both technical and formatting criteria
Challenges included:

  • Simultaneous submissions with different requirements and evaluators across regions
  • Page-limited Southern bid restricted space for case studies and evidence
  • Varying levels of bid experience among client stakeholders

We managed these by using bid-specific templates, bid-specific plans and trackers with early appointed SMEs, a collaborative knowledge transfer approach across both opportunities, and by advising the client’s operational leads on what makes a strong bid response.

Added Value

  • For Southern, our knowledge of the client’s past performance through the capture planning process helped us position them as a safe, experienced delivery partner.
  • For Wales & Western, our input helped the client translate their existing capabilities on the Southern contract to a new geography, drawing comparisons and transferable successes.
  • Our storyboarding process gave the client clarity and direction in drafting their Wales & Western responses, and our bid review process ensured nothing was missed, from compliance with Network Rail criteria and standards, to readability and persuasive flow.
  • Our support deciphering and presenting internal performance data for strong evidence (often requiring excel expertise to analyse datasets) was crucial in demonstrating their successful track record.

Outcome

Both submissions were successful. The Southern award retained a multi-year contract that secures continuity for the client’s workforce. The Wales & Western award represents a large and strategic expansion in labour resource provision.
