Client Scope

In December 2024, our modular client approached BWL to support with a PQQ for a framework they were already delivering to. The contract was for the Provision of in an educational environment. The competition covered two Lots:

  • Lot 1 – Single storey buildings
  • Lot 2 – Two storey buildings

Both Lots sought permanent, high-quality modular school buildings to be delivered across the Republic of Ireland over a 4 year period. The PQQ represented the first stage of the formal tender and the renewal of an existing contract due later in the year.

BWL’s Scope

BWL was engaged to support our client across both Lots, drawing on knowledge from previous bids and earlier deferred iterations of the framework renewal.

Our services covered:

  • Completion of the PQQ
  • Development of a formal Capture Plan
  • Storyboarding, writing, review cycles, and graphic design of the technical ITT responses

Our appointed team took full ownership of narrative development, including programme detail, procurement and materials, installation and certification processes, and the client’s sustainability approach. As an SC-cleared (Security Check) provider for government bids, we ensured full confidentiality and alignment with standards expected for national public-sector frameworks.

Our Approach

PQQ Stage

In December 2024, BWL Bid Consultant Jonathan Boyce supported our client in completing the PQQ. He coordinated the collation of general selection information, organisational structures, five-year case studies, and details of supply chain management systems.

Capture Plan Stage

Following the PQQ, we developed a detailed capture plan led by Senior Bid Consultant Lisa Reece. With our client already delivering high volumes under the existing framework, they wanted clearer insight into their strengths, weaknesses, and opportunities to secure reappointment.

Lisa worked closely with the client to review all new contractual documents issued with the PQQ, extract critical information on relationships with key framework stakeholders, review government strategies, and assess the competitor landscape in Ireland. This resulted in a targeted plan that defined early win themes, integrated new requirements such as BIM and carbon quantification, and ensured the right information, resources, digital tools, and plans were ready ahead of the ITT.

ITT Stage

Once the ITT was released, Senior Bid Writer David Ralph – supported by Lisa and Jonathan – reviewed the full suite of framework documents, identified key requirements, and assessed the scoring criteria. Using this, we developed storyboards for each quality question and an information request matrix to capture inputs from the client and their supply chain. Daily progress calls maintained tight coordination between our writing team and the client’s subject matter experts. Each draft was refined to ensure tone, structure, and technical content aligned with the buyer’s specification and values.

Challenges

The buyer restructured its tender timeline midway through the tender process, creating the need for increased flexibility. Our client’s proposed programme therefore required adaptation to demonstrate readiness for earlier on-site commencement. This introduced new requirements to explain safe working on live school sites, which we addressed by revising method statements and health and safety procedures through close coordination with our client’s project and design teams.

Added value

Using the same bid team ensured continuity of information and a consistent line of knowledge throughout the process, avoiding any handover gaps and keeping the narrative tight and accurate from start to finish.

Beyond writing, BWL enhanced the overall quality of our client’s submission through design. We developed a clear and visually engaging layout linking our client’s methodology to the buyer’s project stages. Templates and structures created for this framework were retained for reuse in future tenders and call-offs, which will improve efficiency and consistency across all subsequent government bid activity going forward for our client.

Outcome

Our client achieved top places on Lot 1 and Lot 2. The buyer praised the Project Execution Plan as “excellent” and the Sustainability submission as “an excellent response with very few weaknesses.” Evaluators also commended the clarity, logical flow, and technical acumen across all responses, reflecting BWL’s proven approach and deep understanding of public-sector bidding.
