Scope of the client’s contract

In January 2025, our utilities and infrastructure delivery client submitted a bid for Transport for London’s (TfL) Boundary Fencing and Vegetation contract. Split over two Lots, this critical rail infrastructure contract required inspection, maintenance, repair, and replacement of London Underground (LU) boundary fencing, alongside specialist vegetation control.

The contract spanned across the LU network and involved long-term delivery over a potential eight-year term. The contract required mobilisation planning, extensive workforce resourcing, and evidence of rail industry compliance and innovation.

This was a prime example of a highly competitive labour resource tender, demanding detailed technical and organisational responses across several areas of capability.

Our scope

BWL Group were approached a to provide full bid writing and bid design support for this opportunity.  Our appointed team took full ownership of narrative development across 20 technical responses, including storyboarding, infographic design, and final compliance checks.  Responses covered areas such as mobilisation, workforce resourcing, health and safety, and emergency response scenarios.

Our approach

Led by BWL’s CEO and Senior Bid Consultant Michael Lee with support from Senior Bid Writer David Ralph, we initiated the project with a detailed document request matrix and compliance review of all 60+ TfL tender schedules.

A structured kick-off call aligned stakeholders on expectations and timelines. We followed this with comprehensive storyboarding of all questions, identifying gaps, assigning ownership, and developing a timeline for interviews with subject matter experts (SMEs).

Over the following week we conducted rapid-fire workshops covering health and safety, mobilisation, stakeholder engagement, and operational resourcing, enabling us to draft each section with confidence. Due to our experience as labour resource bid writers, our team also guided the client through the development of critical path activities and milestone mapping to support their mobilisation plan, ensuring it aligned with the requirements of the specification.

Challenges

A major challenge was the timing of this labour resource tender which coincided with the Christmas break. The volume of content required across 20 technical responses alongside the need to extract detailed information from multiple departments made delivery complex. To overcome this, we set up an intensive schedule of SME interviews (up to four per day) allowing us to front-load all content capture. This ensured our bid writers had uninterrupted time to complete the bid during the quieter period, with draft reviews resuming immediately in January.

Added value

In addition to written content, the tender permitted bidders to submit two additional A4 pages and two PowerPoint slides to support narratives. We used this opportunity to showcase the client’s capability with high-impact visuals. Our graphic design team developed a full suite of bespoke, branded graphics including a mobilisation Gantt chart, management structure organogram, and process diagrams for risk management, competency assurance, and data security. These visuals clearly conveyed our client’s credibility and compliance in delivering high-value labour resource tenders.

Outcome

We worked closely with the client’s bid team to review and enhance all associated materials, including their Contractor and Mobilisation Plans. We refined case studies, restructured their risk register, and audited their operational procedures to ensure alignment with TfL’s specifications.

As of June 2025, our client’s Rail Director sent the following email to our Commercial Business Director, Sean Mander, At the moment, we are in BAFO on the two tenders that you worked on with us, so a massive thank you to your team, please pass on my thanks”.
