Scope of works:

In February 2021, a long-term Asbestos Removal Contractor client approached BWL for bid writing support. The client intended to bid for a Scottish Power Energy Networks (SPEN) Framework Agreement for the provision of Asbestos Management Services.

The framework required appointed suppliers to deliver two workstreams for Asbestos Management across SPEN’s substations, including:

1 – Surveys and Signage (including legal risk assessments of Asbestos Containing Materials [ACMs] and safety notices onsite).

2 – Containment and Removal (where asbestos must be removed or contained by encapsulation or treatment).

The Framework Agreement is governed by a bespoke SPEN Framework Services Agreement, with separate SPEN Services Contracts for each workstream. The SPEN agreement and contracts were issued prior to the contract award in October 2021.

To ensure consistency of service, BWL assigned a Bid Consultant who had worked with the client previously. The Bid Consultant carried out a full assessment of the ITT documentation and submission requirements to determine whether any of the framework requirements would preclude the client from bidding.

Following the assessment, the Bid Consultant developed a request matrix to ensure the client could review all information requests, gather the relevant material, and return it to BWL before the allotted completion schedule. The Bid Consultant also reviewed the client’s completed bids via our cloud-based facility to collate and tailor the information that had been used for previous bids, including accreditations, policies, and CVs.

Once the client submitted the information, the Bid Consultant reviewed the data and developed a storyboard for each response. This ensured that all elements of the buying authority’s specification were addressed in each response and would achieve the highest marks against the evaluation criteria. The Bid Consultant then proceeded to draft the responses.

When the responses had been drafted, the Bid Consultant liaised with the Bid Director for quality checks and proofreading. We conduct quality checks on all stages of each bid to ensure accuracy and compliance with the buying authority’s specification and to identify opportunities for continuous improvement. Post-review, the ITT response was sent to the client for a final check before submission.

The client informed us they were successful with their ITT return, thereby securing a place on the framework which will be active for four to five years. As such, the client will now be invited to bid on mini-competitions for higher-value works issued via the framework. The client thanked BWL for the bid support services and continues to work closely with us.
