BWL Professional Bid Services supports SME with electrical installation and maintenance tender submission

BWL Professional Bid Services was engaged by a Cardiff-based electrical contractor tendering with Mid and West Wales Fire and Rescue Service (MAWWF&RS) for the provision of electrical installation, maintenance, and fixed wire testing services. The contract was a two-year framework agreement with an optional two-year extension.

About the tender

MAWWF&RS required electrical maintenance and testing at all sites and assets across their service area, including on-call fire stations, wholetime fire stations and support assets, which cover the Welsh principal areas of Carmarthenshire, Ceredigion, Neath Port Talbot, Pembrokeshire, Powys and Swansea. The tender requirements included developing partnerships with local fire and rescue teams and other suppliers to improve resilience, reliability and capability.

Under the Wellbeing of Future Generations (Wales) Act, MAWWF&RS also wanted to improve social, cultural, environmental, and economic wellbeing within the communities they serve. It was therefore recognised and made clear to the Client that it was important to provide evidence of how the Client’s approach to Corporate Social Responsibility aligned with the terms of the Act, and what proposals for social value and sustainability they could include within the bid responses.

Our approach

One of BWL’s Bid Consultants was assigned to manage the tender from start to finish. They initially completed a full review of all documentation, including the framework terms and conditions, specification, ITT documentation and relevant Welsh Government legislation to fully understand the tender requirements and tendering organisation’s objectives.

The Consultant developed storyboards for each of the four quality questions, breaking down the responses into section headers with key requirements to address and ideas for evidence to support each core part of the response. The buyer’s requirements were aligned with the Client’s strengths and company values to develop a strong win theme. This approach ensured that the Client’s strengths were continually reinforced throughout each response.

The storyboarding stage was followed by a kick-off meeting with the client’s Director to outline the Consultant’s approach to the tender responses, including overall strategy, win themes, and timescales for internal reviews, final review and submission. Any additional information required for the submission was addressed with the Client during the call and requests for specific evidence and information were recorded on a request matrix for clarity and transparency.

Using the information and evidence collected from the Client, the Consultant drafted detailed and evidence-based responses into drafts to be reviewed both internally and by the Client before submission.

The result

In January 2023, the client contacted us to announce that they had been successful and had been accepted onto the Framework.
