Contract:Sellafield Infrastructure Delivery Partnership (IDP)
Industry / Type of works: Nuclear infrastructure – Project and Asset CareExecution (PACE)
Location: Cumbria
Result: Both successful
Client’s Scope
Over the last 12 months, BWL has supported two Tier 1 contractors to secure two of the three Lots on the Sellafield LtdInfrastructure Delivery Partnership (IDP), including:
- Electrical distribution partner
- Civils partner
The IDP is a long-term strategic frameworkthat provides critical infrastructure support fornuclear decommissioning, remediation, and transformation activities. The contract willspan an initial nine years, with the option for a further six-year extension until 2040 and is worth a total of £2.9 billion.
In addition to engineering and infrastructure delivery, the successful delivery partners were required to commit to proposals under Sellafield’s Social Impact strategy to drive sustainable skills investment, local supply chain participation, and long-term employment opportunities across West Cumbria.
BWL’s Scope
The submission required the development of a clear understanding of Sellafield’s technical nuclear compliance, collaborative objectives and social value delivery, requiring close coordination across multiple teams, each managing different scopes, SMEs, and timescales.
BWL provided bespoke and tailored bid management services to meet each client’s specific needs, supporting them throughout the tender process. This included:
Contractor 1 – End-to-end Bid Development
BWL provided comprehensive bid management and bid writing support from capture planning to final submission. Through BWL-led storyboarding and win themes sessions, the team analysed tender documents, contract structure, and the client’s competitive position within the IDP framework. Drawing on our experience working in the nuclear sector, we worked with the client to:
- Prioritise the response strategy
- Highlight areas of compliance, collaborative behaviours and social value commitments
- Develop answer plans aligned to the IDP’s purpose and Sellafield’s strategic vision
Our support extended across:
- Capture planning and win theme development
- Storyboarding, SME engagement and ongoing workshops
- Bid writing
- Iterative APMP Red and Gold reviews and
- Editing and formatting of the final documents
Contractor 2 – Capture Planning, Storyboarding, and APMP Stage-Gate Reviews
Upon engagement, BWL initially supported the contractor’s team in developing a strategic overview of their position and differentiators across the expected competition and completed a Capture Plan. Through engagement with their Subject Matter Experts (SMEs), our Bid Consultant collaborated with the client to develop a range of technical and commercial storyboards that reflected their experience and key win themes. Additionally, we used Freud’s Theory to tailor each response to the specific requirements of the evaluators.
Throughout the bid, we were re-engaged to lead and conduct a best practice stage-gate review to assess compliance, evidence, response structure and compliance with the question. Additionally, each response was scored before submission, accompanied by detailed comments, tracked changes, and suggestions for improvement. This provided the internal bid team with valuable guidance to ensure the final responses were fully compliant with Sellafield’s bespoke processes and procedures, as well as the evaluation criteria and question requirements.
Outcome
Through our collaborative and methodical approach, BWL supported both organisations in articulating their solutions and demonstrating their capability, credibility, and alignment to instil confidence and secure positions on the IDP Framework. As publicly listed organisations, this allowed each business to upgrade its profit forecasts, which drove investor confidence, resulting in a nearly 20% leap in the value of each company.
