Scope of the Client’s Contracts
Lincolnshire County Council sought to appoint suitably capable and experienced highways contractors to deliver a range of highway-associated works across the county under the Select List Framework for Highways Works 2025.
The framework is designed to provide LCC with delivery partners who can compete for and undertake schemes issued via Work Orders, supporting the Council to deliver value for money projects that meet local needs and align to its wider strategic objectives.
Our client engaged BWL to support their submission through our bid writing services for Lot 1, covering General Works up to £1.5m, including roads maintenance, junction improvements, drainage, bridge refurbishments, and town centre upgrade works across urban and rural locations in Lincolnshire.
BWL Support
BWL provided a dedicated Bid Consultant to work closely with the client team to support the development and completion of their Lot 1 submission.
We firstly reviewed the documentation to develop storyboards for each of the quality responses based on the ITT requirements, contractual obligations and evaluation model. The Consultant also applied their wider understanding of context, including expectations around Social Value and health and safety and delivery planning under existing legislation and best practice. This provided the structure to answer each question clearly and in line with LCC’s scoring methodology and tight response page counts.
We worked with the client’s subject matter experts to identify relevant experience and intended approaches to delivery to provide specific and evidence-led content for each response. Once captured, we developed the quality responses and managed our bid writing QA process to finalise the submission, which assured a consistent, credible method for planning, managing and resourcing works to be delivered under the NEC contracting terms.
Challenges
The quality questions required a clear demonstration of the client’s delivery approach across key areas, including programme, site management, health and safety, quality and Social Value, alongside an understanding of the NEC4 Framework Contract mechanisms. Our Consultant reviewed the Lincolnshire County Council’s Corporate Plan priorities of economy, skills, thriving communities and environment to align the response with what mattered to the Council and give evaluators confidence in practical, actionable Social Value delivery.
A further challenge was evidencing the client’s capability and experience operating within an NEC4 contracting environment. The framework is based on the NEC4 Framework Contract, with Work Orders delivered under NEC4 contract forms and LCC’s additional contract clauses (Z clauses). We worked with the client to draw out relevant experience and demonstrate a clear understanding of NEC governance and contract administration.
Outcome
Through our collaborative working and expert bid writing support, the client submitted a fully compliant and evidenced tender response.
The submission successfully secured a position on Lot 1, strengthening the client’s ability to compete for and deliver Work Orders across Lincolnshire over the life of the framework and creating long-term opportunities in their core market.
