BWL Group recently supported a multinational construction contractor in reaching the Invitation to Tender stage of a major infrastructure project following prequalification success.

Following the engagement of BWL’s Professional Bid Services team in October 2023, the multi-disciplined civil engineering, industrial construction, and environmental services contractor was confirmed as one of the final three shortlisted companies for the A9 Dualling: Tomatin to Moy project.

Shortlist success

The shortlist of contractors was announced by the Minister for Transport, Fiona Hyslop MSP. In addition to the dualling of 6 miles (9.6 km) of the A9 between Tomatin and Moy, the works will also include four new junctions and upgrading of an existing junction, construction of three new bridges and replacement of the Moy Rail Bridge, and new active travel routes and enhanced lay-bys.

Bid writing services team support

Although our Client is a large, international contractor with experience in delivering infrastructure contracts in the UK, Europe and South America, they required bid writing services from BWL Group to develop their technical solution and present their extensive portfolio effectively.

Subject matter expert engagement

After an in-depth review of the tender documentation, terms and conditions and submission requirements, BWL provided a Bid Consultant to lead and manage the bid and a Senior Bid Writer to engage with our Client’s Subject Matter Experts (SMEs) and produce complex technical responses.

APMP approach

BWL’s Bid Consultant applied the APMP proposal process, including the development of storyboards to ensure all responses were well structured, contained win themes, addressed customer hot buttons, and ensured key points from the terms and conditions, scoring criteria, and scope documents were addressed within the response.

Extensive evidence requirements

The buyer, Transport Scotland, required bidders to provide four case studies outlining experience in the delivery and construction of major works similar in scope, size and complexity to the A9 project, including evidence of road, bridge, and watercourse culvert construction, peat management, rail authority interfacing, and quality assurance using digital technology. A further four case studies were required to provide evidence of our Client’s experience in the design of similarly sized projects.

Working alongside our Client’s SME’s, the BWL team developed responses showing how they fulfil their duties in the roles of Principal Contractor and Principal Designer under CDM 2015, and how they would deliver the project safely and on time whilst monitoring progress against the schedule.

NEC contract experience

To provide evidence of effective risk management and commercial viability, responses were created to demonstrate our Client’s commitment to positive commercial management under an NEC ECC contract, plus the traffic management and sustainability measures that would be taken to successfully reduce environmental impact on the local population.

Following the bid outcome, our Client’s Business Development & Tenders Manager stated:
