Network Rail continues to release a steady pipeline of complex, safety-critical procurement opportunities across Wales, Western and the wider UK network. For contractors, consultants and specialist service providers, they represent high-value, long-term business opportunities. However, they also demand diligence, compliance and strong technical evidence, which are all supported by disciplined bid management and bid writing processes.

Working within the Network Rail environment means operating in one of the most tightly regulated and safety-driven sectors in the UK.  Evaluation criteria consistently prioritises:

  • Carbon reduction, sustainability and social value
  • Innovation and digital integration
  • On time delivery and cost certainty

Network Rail tenders are detailed, technical and often unforgiving. Meeting the question requirements is only the starting point. High-scoring responses must show that you can operate safely, competently and consistently in a regulated, safety-critical environment – and back that up with tangible, rail-relevant evidence.

This means demonstrating clear compliance with specific standards and competencies, including:

Evidence Mapped to Network Rail Standards

Network Rail expects bidders to demonstrate alignment with its formal standards, and any credible submission must show how your methodology satisfies the requirements relevant to the scope. This typically includes safety and engineering controls such as NR/L2/OHS/00112 (Worksafe Procedure), NR/L2/INI/02009 (Engineering Management for Projects), and delivery standards like NR/L3/INI/CP0064 (Delivering Work Within Possessions), alongside environmental obligations under NR/L2/ENV/015 and fire safety standards such as BS 9999 and BS 8644-1. Technical assurance through GRIP or PACE governance is also commonly required. A strong bid goes beyond listing standards – it will show how your processes, controls and delivery approach meet or exceed them in practice.

Clear Demonstration of Competence

Network Rail’s competence expectations are detailed and role specific. Depending on the contract, this may include holding a Principal Contractor Licence (PCL), relevant RISQS product codes, capability under the Plant Operator Scheme (POS), and rail-specific safety-critical competence such as PIC, COSS, ES or IWA roles. Additional technical requirements may include electrical competencies (e.g., HV/LV, AP or CP), fire engineering expertise (CEng, MIFireE, MEng), and robust engineering assurance through designated CRE and CEM appointments. Evaluators will look for evidence that these competencies are embedded in your organisational structure and have considerable relevant experience.

Rail-Relevant Examples

Generic construction or FM case studies won’t score well – you need to show proven delivery in operational rail environments, ideally involving possessions, line blocks or restricted-access working. Strong evidence will demonstrate experience interfacing with bodies such as the ORR, RSSB, TOCs, asset engineers and Route Teams, and shows an ability to manage complex logistics, safety risks and operational constraints.

Defined and Mature Processes

High-scoring tenders will demonstrate well-established, documented and auditable processes that mirror Network Rail’s expectations. This includes safe work planning and SWP production, technical assurance and stage-gate management aligned to GRIP or PACE, structured design reviews and approval workflows involving CRE/CEM oversight, and compliant temporary works management consistent with BS 5975. Your submission should also evidence how you manage digital asset data, maintain accurate deliverables, and coordinate your supply chain to ensure consistency, quality and programme certainty across all phases of delivery.

Assurance, Governance & Risk Management

As a safety-critical organisation, Network Rail expects suppliers to demonstrate governance, accountability and effective risk management. Strong submissions will outline a governance model that mirrors Network Rail’s structure, with defined roles such as Project Manager, CRE, CEM and CDM Principal Designer. They will also demonstrate how residual risks are tracked, escalated and controlled; how communication, dashboards and KPIs maintain transparency; and how quality issues are identified, prevented and resolved. Evidence of learning from audits, incidents and corrective actions will reinforce that you operate with Network Rail’s risk profile and safety priorities in mind. The strongest responses ultimately show that you think like Network Rail.

What Good Bid Writing Looks Like for Network Rail Tenders

  1. Interpreting technical standards correctly – Network Rail tenders typically reference NR/L2 and NR/L3 standards, industry regulations, and sector-specific protocols covering safety, assurance, fire engineering, engineering compliance, design and maintenance. Responses must show that your approach aligns with these and not simply that you understand them.
  2. Demonstrating safe delivery in live rail environments – Evaluators expect bidders to evidence how they control work in operational rail settings – including isolations, temporary works, managing access constraints, possession planning, and the integration of safety systems.
  3. Showing how your team will maintain quality and reduce risk – Network Rail operated on defined governance processes – stage-gates, design reviews, technical assurance hold points and communication channels. High-scoring bids will explain who and how those processes will be managed in practice.
  4. Using rail-specific examples – Generic examples rarely score well – Network Rail wants to see comparable works across stations, depots, infrastructure upgrades, inspections, fire and safety assessments, civils, fabric maintenance or electrical installations – depending on the tender type.

Provision of Fire Risk Assessment for Network Rail, Transport for Wales and Great Western Railway

Estimated Value: £2.8m–£3.36m per lot

Submission Route: PSQ (PQQ) then multi-stage ITT
Deadline: 12 December 2025

This multi-lot framework covers: Fire Risk Assessments (critical and non-critical locations); Fire Strategies aligned with BS 8644-1 and NR’s six-step procedure; Fire engineering support; DSEAR assessments; Training for site-responsible personnel; Tunnel risk assessments using NR-approved tools.

What Bidders Will Need to Demonstrate: Chartered fire engineering competence (specific lots) | Experience in high-footfall, safety-critical environments (e.g. large stations) | Rail-standard compliance | Ability to interface with client digital systems (API or manual uploads) | Use of the Risk Base platform | Robust safety case and technical methodology.

Wales & Western – Electric Vehicle Infrastructure Installation

Estimated Value: £18m–£21.6m

Submission Route: PQQ then ITT
Deadline: 15 December 2025

The scope includes full end-to-end installation across 45 sites, covering: Site assessments; Electrical upgrades; Civils works; Procurement and installation of chargers (22–150kW); Testing, commissioning and handover; Integration with existing infrastructure; Training for site personnel.

What Bidders Will Need to Demonstrate: Electrical installation competence for higher-capacity systems | Strong design assurance and commissioning processes | Compliance with rail-side safety and access requirements | Ability to deliver at speed – programme completion is expected within six months | Clear carbon and sustainability considerations.

Network Rail Commercial Property Maintenance Framework (Wales & Western)

Estimated Value: £25m–£30m

Submission Route: PSQ then ITT
Deadline: 12 December 2025

This framework covers all fabric and maintenance works typically associated with commercial property, including: Civils, fabric, finishes and external structures; Drainage, asbestos management, HVAC, gas/oil heating; Electrical power and lighting installations; Minor demolition; Emergency callouts; Design, inspections and enabling works; Booking of possessions and road closures. Lot 1 requires bidders to hold a Principal Contractors Licence (PCL) and relevant RISQS codes.

What Bidders Will Need to Demonstrate: Strong safety and maintenance governance | Breadth of multi-trade capability | Ability to respond to emergency works | Experience across stations, depots, offices and mixed commercial portfolios | Clear workflows for possession management and operational coordination.
