June has seen an influx in new tender opportunities, with our bid writing and bid management team working on National Highways’ SDF2 Framework as well as some significant project bids in the Republic of Ireland.

What stands out this month is the number of framework opportunities. A Framework is essentially a pre-agreed route to market. Much like a Dynamic Purchasing System (DPS), it locks in the commercial terms and procedures at the outset, then gives public sector buyers a ready-made pool of approved suppliers to call on. Once you’re on it, you can be awarded contracts directly or through mini-competition, without the buyer having to go back out to the open market.

CWC25131 Planned Building Maintenance and Minor Works Framework – Wolverhampton City Council

Wolverhampton City Council is seeking tenders for a framework covering all building capital repairs, maintenance and new build works across its public buildings and property portfolio of around 1,897 properties, including schools and educational centres, residential and commercial buildings, courts, museums, theatres, libraries, markets and depots. The framework is divided into four lots, Window/Glazing and Associated Doors, Roofing, General Building up to £50,000, and General Building £50,001 to £500,000, with up to five suppliers appointed per lot. Call-off contracts will normally be awarded by mini-competition.

This is an open procedure, with quality weighted at 45%, price at 40%, social value at 10% and EDI at 5%.

Value: £9,600,000 (excluding VAT) / £11,520,000 (including VAT)

Merseytravel Electrical Framework 2026–2030 – Liverpool City Region Combined Authority

Liverpool City Region Combined Authority, acting through Merseytravel, is establishing an open framework for electrical replacement works, planned and reactive maintenance, lifecycle asset renewals, infrastructure upgrades, testing, inspection, commissioning, fault diagnosis and emergency response across its operational estate and transport infrastructure. The framework has two lots: Lot 1 for electrical maintenance, testing and minor works, and Lot 2 for capital works, asset renewals and infrastructure upgrades (up to four suppliers, awarded via mini-competition). Suppliers may bid for one lot only.

This is an open procedure, with technical capability weighted at 60%, commercial submission at 30% and social value at 10%.

Value: £12,000,000 (excluding VAT) / £15,000,000 (including VAT)

Damp Preservation Works Framework Agreement 2026–2030 – Gentoo Group

Gentoo Group is seeking tenders for a framework for the provision of damp preservation works, with the majority of works carried out on empty (void) properties and services in occupied properties as required. Gentoo will complete the initial inspection and, where necessary, instruct the supplier to carry out their own inspection before completing the damp preservation works and making good the property. The framework operates on a Schedule of Rates with a ranked system and is reserved for UK SMEs. Bidders must have operatives based within the Tyne and Wear, Northumberland or Teesside region.

This is a below-threshold open competition, with qualitative weighted at 50%, commercial at 40% and social value at 10%.

Value: £216,667 (excluding VAT) / £260,000 (including VAT)

Private Sector Housing Adaptations Framework – Approved List of Contractors 2026–2030 – Newport City Council

Newport City Council is inviting suitably qualified and experienced suppliers to apply to be appointed to a framework (an approved list of contractors) from which it will tender contracts for adaptation works to individual, privately owned and occupied domestic dwellings. The framework spans twelve lots, including general building works, plumbing and heating, internal and external stairlifts, platform and through-floor lifts, stairlift repairs, modular ramping, asbestos surveys, architectural services and structural engineering services. Suppliers may bid for and be awarded a maximum of five lots, and call-offs are run by mini-competition through the etenderwales portal.

This is an open procedure. Most lots are evaluated on quality (technical questions) alone, with two lots adding a commercial lowest-cost stage.

Value: £5,200,000 (excluding VAT) / £6,240,000 (including VAT)

BSS26007 Roofing and Solar Framework – Barcud Shared Services

Barcud Shared Services is establishing an eight-year open framework for roofing and solar works across Wales, available to Barcud and its clients. The framework has three lots comprising of Pitched Roofs, Flat Roofs, and Solar Installation and Repair, with no maximum number of lots a contractor can bid for. Pricing in the schedule is for tender purposes only; at call-off stage, suppliers may be asked to submit more specific pricing, with contracts awarded as direct awards or mini-competitions.

This is an open procedure, with price weighted at 60% and quality at 40%.

Value: £32,000,000 (excluding VAT) / £40,000,000 (including VAT)

Start–End: 7 September 2026 to 6 September 2034
