March has brought a varied batch of new tender opportunities, from council electrical installations and social housing roofing programmes through to a high-profile museum design commission in Scotland.
What stands out this month is the number of preliminary market engagement notices alongside the live tenders. Three of the six opportunities listed below are at the engagement stage, which means contracting authorities are actively shaping their requirements and want supplier input before the formal competition launches. CPU 7913 Electrical Services – Nottingham City Council
Nottingham City Council is seeking tenders for the provision of electrical services across its estate. The scope covers new installations, alterations to existing systems, project design, testing, commissioning, and both planned and reactive maintenance. The contract requires 24-hour coverage, 365 days a year, and runs for an initial four-year term with the option for two one-year extensions.
This is an open competition under the below-threshold procedure, with price weighted at 70% and quality at 30%.

Electricians Framework – UK Atomic Energy Authority
The UK Atomic Energy Authority (UKAEA) is looking to establish a framework of electrical contractors to support new installations, refurbishment, and property maintenance at its Culham Science Centre site in Oxfordshire. This is a preliminary market engagement notice, which means the formal tender has not yet been issued, but the authority is gauging supplier interest and capability ahead of a competition expected in late April 2026.
Suppliers interested in this framework should register their interest via the EU Supply tendering portal under Quote ID 100109193.

Roofing Maintenance and Repair including Rainwater Systems and Scaffolding – Northamptonshire Partnership Homes
Northamptonshire Partnership Homes (NPH) manages over 11,500 homes on behalf of West Northamptonshire Council and is undertaking early market engagement ahead of a formal procurement for roofing maintenance and repair services. The scope is expected to include reactive repairs, roof condition surveys, replacement and repair of pitched and flat roofing systems, guttering and rainwater goods, flashings and leadwork, and roof safety systems.
One detail worth noting is that NPH is in the process of being transitioned back under direct council control, with completion expected by April 2027. Bidders should be aware that this contract may be novated from NPH to West Northamptonshire Council during the contract term. The authority is inviting suppliers to participate in one-to-one conversations, site visits, and feedback on draft specifications and pricing matrices.

Waste Haulage and Disposal Service – Thurrock Council
Thurrock Council has issued a preliminary market engagement notice for waste haulage and disposal services, covering the collection and haulage of waste from the council’s Household Waste and Recycling Centre (HWRC) and the haulage and disposal of waste deposited at the contractor’s transfer station.
The estimated contract term runs from December 2026 to December 2029 with a possible extension to December 2031. No contract value has been published at this stage.

Cleaning Services – Cleeve School and Sixth Form Centre of Excellence
Cleeve School in Cheltenham, a secondary school with around 1,900 pupils, is tendering for a comprehensive cleaning contract. The current contract is valued at approximately £290,000 per annum and covers all buildings on the campus including a dual-use sports centre. The new contract commences 1 April 2027 for an initial three-year period with a possible two-year extension.
This is a competitive flexible procedure with quality weighted at 70% and price at 30%, which means the evaluation will place emphasis on the contractor’s proposed methodology, staffing model, management reporting, and innovation in cleaning processes. Bidders must operate to BICSc Cleaning Standards and provide BICSc training to all operatives employed on the contract. The school is seeking contractors with current experience in secondary school or higher and further education settings, ideally with a strong operational base in Gloucestershire.

Design Team Services – V&A Dundee
V&A Dundee, working with RIAS Consultancy, is inviting expressions of interest from architects and multi-disciplinary design teams to reimagine its Scottish Design Galleries and broader visitor experience. The museum, housed in Kengo Kuma’s landmark building on the Dundee waterfront, is planning a major capital project timed around its tenth anniversary in 2028.
The procurement follows a restricted procedure, with expressions of interest due by 24 April 2026. Five candidates will be shortlisted, and invitations to tender are expected to be dispatched around 1 May 2026. The evaluation criteria weights creative response at 30%, programme and methodology at 15%, sustainability and social value at 10%, team at 5%, post-tender interview at 10%, and price at 30%.
