What Are CCS Tenders and Frameworks?
The Crown Commercial Service (CCS) is the UK government’s central procurement agency – connecting public sector buyers with approved suppliers. A CCS framework is an agreement that lets public bodies purchase goods or services from vetted suppliers without running a full tender process each time. These framework agreements establish standard terms and pricing for their duration (typically 2–4 years) and are managed by CCS.
In practice, CCS will publish a tender to establish a framework, evaluate supplier bids, and award places on the framework to the successful suppliers. Once a framework is live, public-sector buyers can either award contracts directly to those suppliers or run mini competitions among them for specific projects. This simplifies procurement by ensuring suppliers meet pre-set criteria for quality, financial stability, and compliance.
Who Uses CCS Frameworks and What Sectors Do They Cover?
CCS frameworks are used by a wide range of UK public sector bodies – central government departments, local authorities, NHS trusts, emergency services, education institutions, and other agencies. Any public entity that needs to buy common goods or services can opt to use a CCS framework if one exists for their needs. Billions of pounds are spent through CCS frameworks each year – they are a go-to route for public procurement.
CCS has frameworks spanning almost every industry and sector of public expenditure:

These frameworks are popular among businesses that regularly bid for public sector work because they offer steady opportunities. Each framework is typically divided into lots (sub-categories or regional lots) so that SMEs and specialists can focus on their niche – for instance, a construction framework might have separate lots for different regions or types of construction work. This means suppliers can bid for the lots most relevant to their business, and public buyers can easily find suppliers that serve their region or specific need.
Why Are CCS Frameworks Beneficial for Suppliers?
For suppliers, winning a place on a CCS framework can be a game changer in terms of business opportunities.

- Route to Public Sector Contracts – A framework is a direct pipeline into public sector work. Becoming a CCS-approved supplier is often a key to accessing larger government contracts and building long-term relationships with public sector clients.

Procurement Frameworks in Ireland – The OGP Equivalent
Suppliers in Ireland will find a similar approach to public procurement through frameworks established by the Office of Government Procurement (OGP). Just as CCS streamlines purchasing in the UK, the OGP in Ireland puts in place central framework agreements so that government departments, local authorities, health services and other state agencies can easily buy common goods and services. An OGP framework is defined much like a CCS one – a pre-approved agreement allowing public bodies to purchase from pre-qualified suppliers. This avoids each organisation having to run its own full tender for every purchase.
OGP frameworks cover multiple sectors akin to CCS, for example:
