Sellafield decommissioning works experience Treasury-related delays

The procurement for the new strategic Infrastructure Delivery Partnership (IDP) at Sellafield has been formally delayed. A Prior Information Notice (PIN) published on 24th November 2022 replaces the timescales initially set out in April and sets back the contract notice by four months to 13th January 2023 with a formal tender notice expected in September.
Sellafield Ltd has stated that although the Department had approved the outline business case for Business, Energy and Industrial Strategy, the plans still required final sign-off by the UK Treasury.
The update also noted that due to inflationary pressures, the expected value of the framework has risen from an initial £3bn to £3.44bn.
The new framework will replace the existing Infrastructure Services Alliance (ISA) and seeks to appoint one strategic partner and three delivery partners to deliver conventional infrastructure projects and tasks on the Sellafield site in West Cumbria.
The successful Strategic Partner is expected to provide front-end definition and portfolio management, with the delivery partners providing expertise in electrical distribution, utilities and civil works.
The Framework covers the delivery of conventional infrastructure projects at the West Cumbria site, with expected work scopes to include site preparation and installation work for mechanical and electrical equipment. Contracts will also be awarded for the repair and maintenance of installations, electrical engineering, civil engineering, and the completion of building work.
