The reality of LHC frameworks

LHC Procurement Group provides free-to-use framework agreements for public-sector bodies to build, refurbish and maintain social housing and public buildings. These frameworks cover everything from new construction to retrofit projects.

For example, current LHC frameworks include:

  • Public Buildings (PB4) – A major framework for new-build and refurbishment of public sector buildings and infrastructure.
  • Retrofit & Decarbonisation (N9) – A four-year framework for energy-efficiency upgrades and low-carbon technologies to help clients meet net-zero targets.
  • Fire Safety (FS2) – A specialist framework for fire safety works, from risk consulting and system installation to cladding remediation.
  • Kitchens (K7) – A framework for domestic kitchen supply and fit-out in both residential and communal settings.

These examples illustrate the broad and technical scope of LHC frameworks. Each competition expects bidders to provide evidence-backed solutions across complex technical domains, which requires the skills of bid writing and bid management professionals.

High technical demands

LHC tenders demand proof of capability and bidders must demonstrate detailed technical expertise, for example, the pre-qualification questionnaire explicitly asks for installation capability, technical systems knowledge, and effective quality-management processes. In other words, only companies with valid experience and the right specialist skills score well. Many suppliers initially assume they qualify, then find they cannot supply the level of evidence required. In past LHC exercises, bidders lacking proof in even one key area have been unable to proceed to evaluation. This high bar means bid writing teams must prepare technical delivery plans and case studies in advance, rather than general descriptions of works that aren’t substantiated.

Strict public sector rules

LHC is a not-for-profit public body and runs all its frameworks under the Public Contracts Regulations 2015. This means every instruction, declaration and pricing spreadsheet must exactly follow the official templates. Tender documents for LHC frameworks are highly prescriptive and include defined word counts, file naming conventions, and response formats are strictly enforced. Any deviation, such as a mislabelled response or an unchecked box, will immediately reduce a bidder’s score or exclude them from the process. In short this means administrative compliance is mandatory and there is no room for errors in submissions.

Detailed specifications

Each LHC framework includes detailed technical specifications that responses must address directly. For example, the PB4 framework explicitly lists complex service categories such as new-build construction, refurbishment, and even mechanical/electrical (M&E) systems, fire safety, lifts, and fabric maintenance. Likewise, the Fire Safety (FS2) framework covers a broad scope, from fire-risk consultancy to full cladding remediation, meaning bids must show deep competency in those areas. In your answers, you must present credible delivery methods and measurable outcomes for every requirement, and generic narrative will not score well. LHC evaluators award marks only for demonstrated expertise and past results, meaning solutions and proposals developed by your bid writer or bid manager must be backed up with evidence (such as project examples, metrics, and certifications).

Scoring pressure across quality sections

Quality-related sections typically carry most of the marks in LHC tenders. For example, an LHC tender guide shows a 70% weight on quality versus 30% on price. Quality questions cover everything from project and resource management to social value. Bidders are explicitly scored on areas like environmental management, equality/diversity policies, and community benefits. In practice, this means demonstrating strong plans for sustainability, health & safety, training, or community engagement can make or break your final score. The evaluators will be looking for relevance and proof in each answer, such as statistics, performance outcomes, and improvements. As one source notes, “scores are then awarded to each supplier in respect of each evaluation criteria”, and those criteria include social inclusion, environmental policy, and technical ability. Every section of the tender must therefore be concise, relevant, and underpinned by evidence of past performance.

Fast-moving tender periods

As with any bid, LHC tenders can evolve during the bid window. It is common for clarifications, revised templates, or additional guidance to be issued before the deadline. For example, in the PB4 framework procurement, LHC initiated a mid-tender review session partway through the process and released updated ITT documents on their portal. If your team is not tracking portal updates and communications, you could be writing answers to outdated requirements.

Administrative precision

Attention to detail is critical as LHC’s instructions will specify exact word counts, page limits and file-naming conventions. All required forms and signed declarations must be present and correctly completed. In past frameworks, we have seen bids heavily penalised for trivial errors – an answer a few words too long, a missing signature, or even a mislabelled PDF. To avoid these problems, every element of the submission (from cover sheets to annexes) must be carefully reviewed.

How BWL Group strengthens LHC submissions through bid writing and bid management

Planning the Bid

BWL enters the process early by unpacking the entire tender package as soon as it is released. We create a controlled bid plan with task ownership and realistic deadlines for each section. This means we move through the process in stages to plan responses, capture information, and draft narratives. Our bid writers and bid managers gather case studies, processes, evidence data, and CVs early so you can avoid the last-minute struggles of sourcing the right information. This results in a more disciplined process and a more coherent submission.

Strong, Evidence-Led Content

Our bid writers specialise in turning operational practices into compelling narrative. We don’t just provide descriptions – we develop responses that directly address the question and the scoring criteria, with tangible evidence to actively score points. That means translating your track record into quantified achievements and metrics. For example, instead of saying “we follow strict safety procedures,” , say you present audited safety statistics or name appropriate accreditations you hold. This evidence-led approach mirrors what LHC evaluators look for

Submission Assurance

Before the deadline, as part of our bid writing service, we run a quality and compliance check on every document. We verify formatting, word counts, template usage, numbering, file names, and declarations against the instructions. This eliminates the risk of scoring deductions or outright rejection for avoidable technical errors, and bids are always submitted on time.

Value Beyond Compliance

We help you highlight your competitive strengths as LHC buyers value reliability, social impact, and controlled risk – not just the lowest price. For instance, LHC is explicitly a social-value-driven organisation, and any rebate from projects is returned to local communities. We ensure your bid tells a consistent story of community benefit, sustainability, and quality. In articulating how you deliver training, apprenticeships, environmental improvements or other value-adds, your submission will stand out as environmentally and socially responsible.

Order, Direction and Confidence

Bid failures often stem from unclear responsibilities, unplanned draft and review timelines, late SME inputs, and last-minute changes. We eliminate these problems through our proven bid process and our bid writers. Every question is owned by a person or team, with tracked input and deadline reminders. We centralise drafts and control edits, so the narrative stays aligned. This means edits, clarifications and approvals run smoothly – resulting in a more confident and stress-free bidding experience.

Partnership for Continued Success

We view each LHC tender as part of a long-term collaboration, not just a one-off project. After submission, we debrief with you to capture lessons learned and patterns in your strengths and gaps. This mirrors LHC’s own emphasis on continuous improvement – they routinely offer debriefs to losing bidders so they can do better next time. By iterating on your model, your bids will become easier and more competitive over time. The ultimate payoff is a more mature bid process and team – one that can win regularly on major frameworks.
