BWL Group has successfully supported a geotechnical engineering consultancy based in South Wales in gaining the highest scoring tender on a contract to provide the initial site investigations for a major new energy park development.

By David Ralph, Senior Bid Writer at BWL Group

Following the engagement of BWL Group in July 2023, the geotechnics, geology, and geo-environmental contractor was confirmed as the preferred bidder before entering discussions with the buyer, Bute Energy.

The project work scope consisted of site investigations and initial groundworks during the development of Twyn Hywel Energy Park. This new Energy Park is to be located across the administrative areas of Rhondda Cynon Taff and Caerphilly County Councils, with works commencing in Q2 of 2024.

The successful tenderer will be responsible for the effective delivery of the whole work package, including management of consultants, health and safety (including risk assessments), documentation including version control, quality assurance, provision of templates/formatting support, co-ordination of the work package, periodic reporting as required, invoicing and meeting attendance.

Having contacted BWL Group for both bid management and bid writing services, two Senior Bid Writers were assigned to engage with the contractor’s Subject Matter Experts (SMEs) and manage the tender from start to finish.

The Senior Bid Writers used the APMP proposal process, including the development of storyboards to ensure all responses were well structured, contained win themes, addressed customer hot buttons, and ensured key points from the terms and conditions, scoring criteria, and scope documents were addressed within the response

Bute Energy’s requirements for each bidder’s ITT response included case studies to show previous project experience, CVs, and an organogram to demonstrate the structure and expertise of the project team, a summary of all the services offered by the tenderer, a draft programme of works, and a schedule of costs.

They also required evidence of compliance with industry standards, how health and safety would be managed, and relevant certificates relating to quality management accreditations e.g., ISO 9001.

Throughout each response, BWL ensured that our client’s own company values and approach to sustainability aligned with those of Bute Energy to facilitate a mutually beneficial business relationship, in addition to showcasing their technical competence and suitability for the contract.

Following submission, the client was informed of their high quality score and invited to meet with Bute Energy’s representatives.

“We were extremely happy with the service and level of detail Joseph and David provided. The submission was of a very high standard and the quality was exceptional. This is the first time we have used a bid writer for a tender so was a learning curve for us, but Joseph and David managed the process with ease.” – Director of the geotechnical engineering consultancy
