BWL secures major framework for plumbing contractor

BWL Group has supported a plumbing and heating contractor in being accepted onto a long-term public sector property maintenance framework.

Following the engagement of BWL Professional Bid Services in March 2023, the Cardiff-based plumbing and heating contractor has been accepted onto the LHC Procurement Group’s Asset Safety and Compliance Framework.
LHC is a not-for-profit purchasing body for building works and services in the public sector. Our client will now provide gas safety and heating services and remedial works for commercial properties in the South Wales area, with the framework due to continue for four years.
Having contacted BWL Group for both bid management and bid writing services in order to meet a short deadline, a Bid Consultant and two Senior Bid Writers were assigned to engage with our client’s Subject Matter Experts (SMEs) and manage the tender from start to finish.
They initially completed a full review of all tender documentation, including the framework terms and conditions, specification, and relevant legislation, including the Public Contracts Regulations 2015, to fully understand the tender requirements and buyer objectives.
BWL’s bid team utilised the APMP proposal process, including the development of storyboards to ensure all responses were well structured, contained win themes, addressed customer hot buttons, and ensured key points from the terms and conditions, scoring criteria, and scope documents were addressed within each response.
LHC’s requirements included outlining processes for project management and customer service, regional questions regarding social value and delivery of services in South Wales, and workflow-specific questions regarding technical capability of delivering the required services.
In addition, to show how tenderers could provide a reliable, high quality service, LHC also required reassurance on how prospective providers could deliver tangible social value and community benefits in line with their ‘Lifetime Values’.
Following the submission of the tender response, our client was duly accepted onto the framework in August 2023 with a quality score of 77%.
