2022 Growth Plan to cause 2023 bid resource shortage
Prioritised and accelerated road, rail and energy projects cause bottleneck

2022 was a year of highs and lows for many businesses and industries, including labour shortages, long lead times for materials, higher taxes, inflation, interest rates, house and fuel prices, lower growth, household incomes, budgets and funding – and we don’t have enough space to discuss Liz Truss.

As a result of the updated Growth Plan 2022, over 140 transport and infrastructure projects delayed or retendered procurement exercises, resulting in a significant bottleneck for January 2023.

The Government aims to commence and continue the majority procurement exercises throughout Q1 and Q2 2023, with projects mobilising by the end of Q4.

Major projects are expected at Sellafield, AWE, Hinkley Point C, Sizewell, and for Network Rail, HS2, and National Highways, plus a range of projects for new hydrogen pipelines, offshore windfarms, carbon capture, field developments, and local transportation.

 

Resource shortages

Due to the volume of procurement exercises running simultaneously, Subject Matter Experts (SMEs) and core bid teams will exceed capacity, resulting in a severe bid resource shortage for both complex projects and pipeline/regional tenders.

Tier 2 and 3 contractors will also be under increasing pressure to support Tier 1 contractors as demand increases. The knock-on effect will mean Tier 2 and 3 contractors will experience a reduction in capacity due to a lack of dedicated bid resources and SME availability.

As Tier 1 contractors focus resources on major projects, procurement departments must utilise Tier 2 and Tier 3 contractors, resulting in fewer subcontract resources available to support major projects.

Gearing up to provide increased support

BWL maintained regular communication with clients and industry professionals to track each project and any impact on internal resources. This allowed us to increase the number of bid resources to meet client requirements and time to understand the experience/competency of each resource required.

Additionally, BWL has expanded – opening two new offices in the Midlands. They house our Senior Bid Writers and Bid Consultants, as well as BWL Legal’s Solicitors and BWL Construction Consultancy’s QS’s, estimators, and planners.
